Federalism is is when the central government and regional governments power are divided. Separation of powers is when lawmaking, enforcing and interpreting functions of government is assigned to legislative, executive, and judicial branches. This is different from checks and balances because this means that each branch of government is given some control over the other branches to prevent one from becoming to powerful.

America was still under the Articles of Confederation. The continental congress had no power, not even to tax, they had to pretty much beg states for any money and if the states got out of line they had no power to punish them. There were specific events like shay's rebellion that pointed out the need for a strong central government. The states themselves had problems like not being able to settle any dispute they had. This caused major problems over areas such as the western territories

Madison feared factions, (not fractions. those are good) because to him they were damaging the Republic. Additionally, there was no simple way of getting rid of them with out causing violations to peoples liberties, he deemed this liberties essential to a political life so he did not want to put these at risk. He thought that if factions were to run around with out being checked then the majority factions would take over, gain ultimate power, and start to take advantage and abuse the rights of smaller factions.
